摘要:There is a growing concern regarding the impact of community forestry in the socio-economic development and environment conservation works of Nepal. The paper discusses how development and conservation initiatives carried out in the rural areas from the CF fund. The research quantifies the magnitude of the mentioned impact in reference to forest management in the Mid-Hills and Terai of western Nepal.

As we know that Community forestry (CF) programme is one of the six primary programmes of the Master Plan for Forestry Sector (MPFS), which aims to solicit active participation of individual and communities in developing and managing forest resources to meet their basic needs. In connection with this We can say that Nepalese community forestry is most perfectly and suitably understood as a means of rural development, as a wide range of activities which link rural people with forests, trees, and the forest products and benefits to be derived from them toward rural development. Since community forestry constitutes both social and biophysical elements, they both are equally important. Actually community Forestry (CF) has been the dominant forest policy mechanism in Nepal since the Forest Act of 1993 standardised and institutionalised the process of forest handover and management by Community The 1993 Forest Act, and the ensuing Forest Regulations of 1995, applied to all National Forest areas of the country.

The economy of Nepal is predominately characterized by a large rural sector where subsistence farming is mainstay of household economy. There is a strong dependency on forest resources for basic need fulfillment and additional income opportunity.

Nepal represents rural country with 86 % rural population lived in rural area. Rural areas population pre-ever suffering from appropriate development due to the pressure on land and forestry resources associated with ownership, access and utilization base for an appropriate livelihood. Access in forestry resources is being a basic factor in the rural development of Nepal. Rural development does not imply only economic change in per capita income or increment in growth. It is important to give stress to social phenomena as the focal point of rural development.

In Nepal, CFUG database show that 1.45 million households or 35 percent of the population of Nepal is involved in community forestry management program, more than 18000 Community Forestry User Groups (CFUGs) have been formed with more than 1700000 hectares of National forest have been handed over as community forests involvement of 2200000 households. It has been estimated that 3.56 million hectare of forest land of Nepal can be put under Community Forestry.

Capacity building, local level development, livelihood promotion as social development; Income generation activities through forest base enterprises with employment generation as economic development and water source and soil conservation as well as alternative energy as environment conservation were found fruitful in the rural development.
